Inheritors?

Can Elluka Clockworker, Ma, and Kayo be considered Inheritors? 'Cause they all used Lukana's body, although, as far as we know, only Elluka and Kayo had prophetic dreams. There's also the fact that when Elluka was born, her body was Elluka Chiclatia's, an Inheritor of Held.
